Notes of CRA and Regular Commission Meeting of May 10

On May 10, the City Commission meet for a CRA Meeting and Regular Commission Meeting. The following is notes of interest on the items discussed. All items voted upon passed unanimously, unless otherwise indicated:

CRA MEETING:

1) 38 AVENUE PROPERTY – PRESENTATION BY ANDRE PARKE. Asking for more International Trade Show applications for this area. They are supportive of the city's efforts in the area. There are 2 properties to be viewed at specifically. Funding from the county has not come forward.

2) REDEVELOPMENT CAPITAL PROGRAM FUNDING UPDATE - $1.8 M available for some properties and 441. $3.8 M available in Central CRA for housing. Options of trying to move monies between CRA's, trying to make a public/private partnership, have the city through the Lauderhill Housing Authority move forward with its own development.

3) JUNE MEETING DATE - June 14 meeting moved to June 28.

4) NEW BUSINESS $16.5 M in Recovery Bond was issued by Broward County to Carishoca. They are ready to move on the Hotel and Exposition Phase. There was a request of allocating funding to assist on moving them forward. A presentation was made on how the developers could go forward. The Commission was supportive subject to a full review and recommendation of the Administration.

A. A PROCLAMATION DECLARING THE WEEK OF MAY 16 TO 22, 2010, AS WATER RE-USE WEEK.

B. A PROCLAMATION DECLARING THE CITY OF LAUDERHILL AS “PLAYFUL CITY USA PLAY DAY”, ON THURSDAY, OCTOBER 28, 2010.

C. A PROCLAMATION HONORING DR. REGGIE R. LEWIS.

A. PRESENTATION ON HOME DÉCOR ROW SIDEWALK SALE (REQUESTED BY MAYOR RICHARD J. KAPLAN). Will be July 3, 2010, though the merchants can have their sale July 2 - 5, 2010.

B. CERTIFICATES OF APPRECIATION TO PARTICIPANTS/MEMBERS OF THE “TO HAITI WITH LOVE” BENEFIT CONCERT (REQUESTED BY VICE MAYOR DALE V.C. HOLNESS).


ORDINANCES & PUBLIC HEARINGS ----- FIRST READING:

1. ORDINANCE NO. 10O-05-126: AMENDING THE LAND DEVELOPMENT REGULATIONS SCHEDULE B., REPLACING THE LAND USE CATEGORY NURSERY SCHOOL AND DAY CARE CENTER WITH THE LAND USE CATEGORY SCHOOLS, PRE-SCHOOL, NURSERY, CHILDCARE AND ELDERLY CARE AND PROHIBITING SUCH LAND USE CATEGORY WITHIN THE GENERAL COMMERCIAL ZONING DISTRICT BUT ALLOWING IT WITHIN THE NEIGHBORHOOD COMMERCIAL ZONING DISTRICT AS A PERMITTED USE. Passes 4 - 1 with Commission Berger voting against.

2. ORDINANCE NO. 10O-05-128: AMENDING THE LAND DEVELOPMENT REGULATIONS (LDR) SCHEDULE B., REPLACING THE LAND USE CATEGORY PUBLIC/PRIVATE PRIMARY AND SECONDARY SCHOOLS WITH THE LAND USE CATEGORY SCHOOLS, PUBLIC OR PRIVATE PRIMARY AND SECONDARY AND PROHIBITING SUCH LAND USE CATEGORY WITHIN THE GENERAL COMMERCIAL (CG) ZONING DISTRICT.

3. ORDINANCE NO. 10O-05-130: AN ORDINANCE OF THE CITY COMMISSION OF THE CITY OF LAUDERHILL, FLORIDA AMENDING THE CODE OF ORDINANCES, CHAPTER 2. ADMINISTRATION, ARTICLE III, DEPARTMENTS OF CITY GOVERNMENT, DIVISION 8, DIVISION OF PURCHASING, SECTION 2-139, FORMAL CONTRACT PROCEDURE, INCREASING THE LOCAL BUSINESS PREFERENCE TO FIVE PERCENT (5%) OF THE BID AND ALLOWING THE LOCAL BUSINESS THEN TO MATCH THE LOWEST BID TO WIN THE BID; PROVIDING FOR AN EFFECTIVE DATE (REQUESTED BY VICE MAYOR DALE V.C. HOLNESS). Passes 4 - 1 with Commission Berger voting against.

4. ORDINANCE NO. 10O-04-120: IMPOSING A TWELVE (12) MONTH MORATORIUM ON ADULT ENTERTAINMENT USES WITHIN THE CITY OF LAUDERHILL; APPLYING TO THE ISSUANCE OF SPECIAL EXCEPTION USE DEVELOPMENT ORDERS, CERTIFICATES OF USE AND LOCAL BUSINESS TAX RECEIPTS FOR ADULT ENTERTAINMENT USES.

5. ORDINANCE NO. 10O-04-121: APPROVING THE SIX MONTH REVIEW BUDGET ADJUSTMENTS AND REVENUE AND EXPENDITURE AMENDMENTS, AND ROLL-FORWARDS FOR FUNDS; REFLECTING ADJUSTMENTS TO VARIOUS REVENUE AND EXPENDITURE ACCOUNTS; PROVIDING VARIOUS BUDGET CODE NUMBERS; PROVIDING FOR AN EFFECTIVE DATE.


POLICE

6. RESOLUTION NO. 10R-05-102: APPROVING THE EXPENDITURE OF ABANDONED PROPERTY FUNDS IN THE AMOUNT OF $1,403.86 TO PROVIDE FUNDING FOR THE PURCHASE AND INSTALLATION OF CARPETING AT THE POLICE DEPARTMENT BUILDING REAR ENTRANCE FROM RESOURCE 4 FLOORS; PROVIDING FOR PAYMENT FROM BUDGET CODE NUMBER 001-247-0300.

7. RESOLUTION NO. 10R-05-103: APPROVING THE DONATION OF FUNDS FROM THE STATE LOCAL LAW ENFORCEMENT TRUST FUND (LETF) IN THE AMOUNT OF $500.00 TO THE LAUDERHILL/LAUDERDALE LAKES YMCA TO SUPPORT DRUG TREATMENT, DRUG EDUCATION OR DRUG PREVENTION, CRIME PREVENTION, SAFE NEIGHBORHOOD, OR SCHOOL RESOURCE OFFICER PROGRAMS IN ACCORDANCE WITH STATE GUIDELINES; PROVIDING FOR PAYMENT FROM BUDGET CODE NUMBER 120-683-9935; PROVIDING FOR AN EFFECTIVE DATE (REQUESTED BY COMMISSIONER M.
