On May 17, the City Commission held its Special Commission Meeting and Regular Workshop, and the following are notes of interest:
SPECIAL COMMISSION MEETING (all items passed unanimously, unless otherwise indicated):
1. RESOLUTION NO. 10R-05-106: ACCEPTING THE PROPOSAL FROM AFTER SCHOOL PROGRAMS (ASP) TO OPERATE THE AFTER SCHOOL, SUMMER CAMP, AND OUT OF SCHOOL PROGRAMS DURING THE BROWARD COUNTY SCHOOL BOARD 2010-2011 CALENDAR YEAR; PROVIDING THAT THE PROGRAMS WILL SERVE CHILDREN AGES 5 THROUGH 12 YEARS OLD (KINDERGARTEN THROUGH SIXTH GRADE).
2. RESOLUTION NO. 10R-05-107: INDICATING THE OFFICIAL INTENT OF THE CITY TO ISSUE TAX-EXEMPT BONDS PAYABLE FROM THE PROCEEDS OF THE CITY’S WATER SERVICE UTILITY TAX TO FINANCE THE COST OF ACQUISITION, CONSTRUCTION, EQUIPPING AND INSTALLATION OF VARIOUS IMPROVEMENTS DETAILED IN THE CITY OF LAUDERHILL’S FIVE-YEAR CAPITAL IMPROVEMENT PLAN FROM TIME TO TIME AND TO USE A PORTION OF THE PROCEEDS OF SUCH BONDS TO REIMBURSE EXPENDITURES PAID OR INCURRED PRIOR TO THE DATE OF ISSUANCE THEREOF.
3. RESOLUTION NO. 10R-05-108: ACCEPTING AND APPROVING THE SUBORDINATION OF UTILITY INTERESTS AGREEMENT FROM AT&T CORP TO THE CITY OF LAUDERHILL.
4. RESOLUTION NO. 10R-05-109: APPROVING THE LOCAL AGENCY PROGRAM AGREEMENT BETWEEN THE STATE OF FLORIDA DEPARTMENT OF TRANSPORTATION AND THE CITY OF LAUDERHILL FOR THE 19TH STREET BIKE/TRAIL PATH FROM 55TH AVENUE TO 51ST AVENUE TO INCLUDE LANDSCAPE, HARDSCAPE, CONCRETE SIDEWALK INSTALLATION, CONSTRUCTION OF SWALES, DECORATIVE LIGHTING, AND OTHER PATH IMPROVEMENTS; PROVIDING FOR GRANT FUNDING IN THE AMOUNT OF $255,000.00; RECOGNIZING THAT NO MATCHING FUNDS ARE REQUIRED FROM THE CITY.
5. RESOLUTION NO. 10R-05-100: AWARDING THE BID TO ENCO, LLC IN AN AMOUNT NOT TO EXCEED $365,636.38 TO CONSTRUCT A PASSIVE PARK AT THE EXISTING SITE OF 1080 N.W. 47TH AVENUE IN ACCORDANCE WITH THE PLANS AND SPECIFICATIONS DEVELOPED BY BARRANCO GONZALEZ ARCHITECTS AND BID NUMBER 2010-008; PROVIDING THAT THIS FIRST PHASE OF WORK INCLUDES, BUT IS NOT LIMITED TO: A PEDESTRIAN TRAIL, A PLAYGROUND, PARK FURNITURE, ASPHALT PARKING, DECORATIVE FENCE, SITE LIGHTING, LANDSCAPE AND IRRIGATION AS DEPICTED IN CONSTRUCTION DRAWINGS; ACKNOWLEDGING CREDITS IN THE AMOUNT OF $75,000.OO FROM A BROWARD COUNTY GRANT.
REGULAR WORKSHOP:
1. ANNUAL STATE OF LAUDERHILL HOUSING AUTHORITY (REQUESTED BY HOUSING AUTHORITY)
The Housing Authority has purchased numerous properties and is rehabbing them and renting them. Ultimately to be sold. New single family houses will be built on former quadplex purchases that have been torn down. Those will be sold. Energy Star appliances are being used. They are still in pursuit of obtaining control of the housing vouchers issued in the city. There are about 1200 in Lauderhill. We are very confident that this will be successful.
2. HOUSES OF RELIGIOUS WORSHIP AND ZONING REQUIREMENTS (REQUESTED BY VICE MAYOR DALE V.C. HOLNESS)
Places of Public Assembly are being reviewed due to conflicts with putting them on major roads. However, they also create problems in neighborhood areas. More review will be done with future recommendations.
3. DISCUSSION OF TURNPIKE OVERPASS (REQUESTED BY CITY MANAGER, CHARLES FARANDA)
Agreement was to have meetings with the community to discuss safety issues, and to find out if they want the overpass to continue.
4. REVOLVING LOAN FUND GUIDELINES FOR APPROVAL (REQUESTED BY CITY MANAGER, CHARLES FARANDA)
New guidelines were agreed upon with a minimum FICO score of 580, along with other loan qualifying requirements. There is the ability to appeal a decision.
5. CHANGE OF ADDRESS FOR 2000 CITY HALL DRIVE (REQUESTED BY CITY MANAGER, CHARLES FARANDA)
To avoid confusion, it was agreed to restore the old address of 2100 NW 55th Ave.
6. FIRE SUPPRESSION (REQUESTED BY CITY MANAGER, CHARLES FARANDA)
The problem at Park South is common in many condominiums from that time period. When a new roof is required, fire suppression devices can be installed, otherwise they are grandfathered in. The discussion was to have the Fire Department to meet with associations to discuss voluntary installation of fire suppression devices to improve safety.
