Notes of the Regular Commission Meeting of February 13

On February 13 the City Commission met in a regular Commission Meeting. The following are notes of interest from that meeting (all votes were unanimously passed unless otherwise indicated):

ORDINANCES & PUBLIC HEARINGS ----- FIRST READING:

1. ORDINANCE NO. 12O-01-103: AMENDING THE CODE OF ORDINANCES, ISSUANCE OF CERTIFICATE OF USE AND LOCAL BUSINESS TAX RECEIPT UPON PAYMENT OF DELINQUENT FEES AND COMPLIANCE OF VIOLATION, TO ESTABLISH A TEMPORARY CERTIFICATE OF USE WITH ASSOCIATED REQUIREMENTS.

2. ORDINANCE NO. 12O-02-108: APPROVING THE AMENDMENT TO THE SCHEDULE OF RATES, FEES AND CHARGES FOR GARBAGE, REFUSE AND TRASH EFFECTIVE MARCH 1, 2012.

3. RESOLUTION NO. 12R-02-25: SUPPORTING BROWARD LEGISLATIVE DELEGATION LOCAL BILL (WALDMAN) CLARIFYING THAT INDIVIDUALS WILL NOT BE ABLE TO OPENLY CARRY A HANDGUN OR CARRY A CONCEALED WEAPON OR FIREARM INTO SPECIFIC MUNICIPAL, COUNTY, AND SCHOOL BOARD BUILDINGS (REQUESTED BY COMMISSIONER M. MARGARET BATES).

4. RESOLUTION NO. 12R-02-26: SUPPORTING AND RECOGNIZING THE LIVE WELL LAUDERHILL INITIATIVE; RECOMMENDING THE DISPLAY OF THEIR WORKS IN CITY HALL FROM TIME TO TIME.


FINANCE

5. RESOLUTION NO. 12R-02-11: DECLARING THE INTENT TO USE THE UNIFORM METHOD FOR COLLECTING NON-AD VALOREM SPECIAL ASSESSMENTS LEVIED WITHIN THE INCORPORATED AREA OF THE CITY OF LAUDERHILL FOR ALL COSTS AND FEES INCURRED BY THE CITY TO PROVIDE SELF-HELP REMEDIES FOR NUISANCE ABATEMENT VIOLATIONS OF CITY CODE CHAPTER 10 RELATIVE TO GARBAGE, TRASH, UNSANITARY AND UNSIGHTLY CONDITIONS WHERE VIOLATORS FAIL TO TIMELY PAY BY SEPTEMBER 30TH; PROVIDING FOR ANNUAL BILLING FOR SUCH NON-AD VALOREM ASSESSMENTS, AS APPLICABLE, ON THE INDIVIDUAL VIOLATORS’ BROWARD COUNTY ANNUAL TAX BILL; STATING A NEED FOR SUCH LEVY TO RECOVER THE ACTUAL COSTS AND FEES INCURRED BY THE CITY FOR SERVICES (REQUESTED BY CITY COMMISSION).


FIRE

6. RESOLUTION NO. 12R-02-29: APPROVING AND ACCEPTING THE STATE OF FLORIDA, DIVISION OF EMERGENCY MANAGEMENT SUBGRANTS FROM FEDERAL GRANT NO. 2011-SS-00067) IN THE TOTAL AMOUNT OF $7,319.00; PROVIDING FOR FUNDS IN THE AMOUNT OF $2,660.00 TO PROVIDE OVERTIME FUNDING FOR THE LAUDERHILL COMMUNITY EMERGENCY RESPONSE TEAM (CERT) INSTRUCTORS AND IN THE AMOUNT OF $4,659.00 FOR THE LAUDERHILL FIRE EXPLORER ADVISORS; PROVIDING THAT NO MATCHING FUNDS ARE REQUIRED.


POLICE

7. RESOLUTION NO. 12R-02-30: APPROVING THE WAIVER OF COMPETITIVE BIDDING; APPROVING THE PIGGYBACK PURCHASE OF FIVE (5) CHEVROLET CAPRICE 9C-1 POLICE PATROL VEHICLES FROM GARBER CHEVROLET BUICK GMC TRUCK, INC. IN AN AMOUNT NOT TO EXCEED $129,890.00 AND ONE (1) FORD INTERCEPTOR P2M, 500A POLICE VEHICLE FROM HUB CITY FORD IN AN AMOUNT NOT TO EXCEED $26,235.40 BOTH BASED UPON THE FLORIDA STATE SHERIFF’S ASSOCIATION & FLORIDA ASSOCIATION OF COUNTIES BID; APPROVING THE EXPENDITURE OF FEDERAL FORFEITURE FUNDS IN THE TOTAL AMOUNT OF $156,125.40 FROM BUDGET CODE NUMBER 110-683-9936.
