Notes of the Commission Meeting of September 29

On September 29 the City Commission met in Regular Session.  The following are notes of interest (all items passed unanimously unless otherwise indicated):

PUBLIC HEARINGS - SECOND READING

ORDINANCE NO. 14O-09-147:   SETTING AND ADOPTING THE 2014-2015 PROPERTY TAX LEVY FOR THE CITY OF LAUDERHILL AT THE OPERATING MILLAGE RATE OF 7.3698 PER ONE THOUSAND DOLLARS ($1,000); SETTING AND ADOPTING THE 2014-2015 VOTED DEBT SERVICE MILLAGE AT A RATE OF 1.2804 PER ONE THOUSAND DOLLARS ($1,000).

RESOLUTIONS

RESOLUTION NO. 14R-09-228:   APPROVING THE WAIVER OF COMPETITIVE BIDDING; APPROVING THE PURCHASE AND INSTALLATION OF PLAYGROUND EQUIPMENT FROM
SUPERIOR PARK SYSTEMS, INC. AT JACKIE GLEASON PARK IN AN AMOUNT NOT TO EXCEED $74,710.75.

RESOLUTION NO. 14R-09-230:   OPPOSING THE CLOSURE OF PLANTATION GENERAL HOSPITAL; PROVIDING THAT PLANTATION GENERAL HOSPITAL HAS OPERATED IN THE
SAME LOCATION SINCE 1966; PROVIDING THAT AMONG OTHER ESSENTIAL MEDICAL CARE SERVICES, PLANATION GENERAL HOSPITAL PROVIDES NEONATAL INTENSIVE CARE , PEDIATRIC CARE, HIGH RISK MATERNITY AND PERINATAL SERVICES AND SERVES AS A SAFETY NET HOSPITAL TO PROVIDE HOSPITAL CARE FOR LOW INCOME INDIVIDUALS IN CENTRAL BROWARD COUNTY; PROVIDING THAT THE PROMPT DELIVERY OF CRITICAL MEDICAL CARE TO EXPECTANT MOTHERS, INFANTS AND CHILDREN WILL BE DENIED IF PLANTATION GENERAL HOSPITAL CLOSES; (REQUESTED BY MAYOR RICHARD J. KAPLAN).  Fails on a 2 to 3 vote.  Mayor Kaplan and Commissioner Thurston voting yes, Commissioner Benson, Berger and Bates voting no.

QUASI-JUDICIAL MATTERS, FIRST READING

RESOLUTION NO. 14R-09-231:   GRANTING TO JOY’S ROTI DELIGHTS, LLC A SPECIAL EXCEPTION USE DEVELOPMENT ORDER WITH CONDITIONS TO ALLOW WITHIN THE COMMUNITY COMMERCIAL (CC) ZONING DISTRICT A RESTAURANT BAR, OUTDOOR SEATING, INDOOR LIVE ENTERTAINMENT AND EXTENDED HOURS OF OPERATION ON A ±45 ACRE UNPLATTED PARCEL, MORE COMMONLY KNOWN AS THE FORMER BB&T BANK BUILDING LOCATED AT 1205 N.W. 40TH AVENUE, LAUDERHILL, FLORIDA.
