Notes of the Regular Commission Meeting of October 28, 2013


On October 28, the City Commission met at its Regular Meeting, and the following are some of the items of interest (all items below passed unanimously unless otherwise indicated): 

ORDINANCES & PUBLIC HEARINGS - FIRST READING 

ORDINANCE NO: 13O-10-152: AMENDING THE CODE OF ORDINANCES, REGULAR MEETINGS, MODIFYING THE TIME FOR REGULAR COMMISSION MEETINGS AND PETITIONS AND COMMUNICATIONS FROM THE PUBLIC.

ORDINANCE NO. 13O-10-154: AMENDING THE ORDINANCES CHAPTER 10, GARBAGE AND TRASH/UNSANITARY AND UNSIGHTLY CONDITIONS/ABANDONED REAL PROPERTY, FEES TO AMEND THE RECYCLING RATES BASED UPON THE CONTRACT WITH WASTE PRO TO REFLECT THE RATES CURRENTILY IN EFFECT AS OF OCTOBER 1, 2013.

ORDINANCES & PUBLIC HEARINGS - SECOND READING
ORDINANCE NO. 13O-09-151:   AMENDING  CHAPTER 2, ADMINISTRATION, CREATING ARTICLE VIII, SAFE NEIGHBORHOOD IMPROVEMENT DISTRICTS, DIVISION 7, WEST INVERRARY SAFE NEIGHBORHOOD IMPROVEMENT DISTRICT; ESTABLISHMENT OF SPECIFIC NAMED DISTRICT, DEFINING DISTRICT BOUNDARIES; PROVIDING ELIGIBILITY TO REQUEST GRANTS, TO LEVY AD VALOREM TAXES ON REAL AND PERSONAL PROPERTY OF UP TO 2 MILLS ANNUALLY, AND AUTHORITY TO COLLECT SPECIAL ASSESSMENTS TO SUPPORT PLANNING AND IMPLEMENTATION OF THE DISTRICT IMPROVEMENTS INCLUDING COMMUNITY POLICING INNOVATIONS PURSUANT TO FLORIDA STATUTES, SECTION 197.3635 IN AN AMOUNT NOT TO EXCEED $500.00 FOR EACH INDIVIDUAL PARCEL OF LAND PER YEAR; DESIGNATING BOARD OF DIRECTORS; ESTABLISHING ADVISORY COUNCIL; PROVIDING DISTRICT POWERS.

RESOLUTIONS
RESOLUTION NO. 13R-10-217:   AWARDING THE BID TO WASTE PRO TO PROVIDE RESIDENTIAL RECYCLING COLLECTION SERVICES WHICH INCLUDES AN INCENTIVE REWARDS PROGRAM WITHIN THE CITY OF LAUDERHILL; PROVIDING RATES; PROVIDING FOR THE USE OF GRANT FUNDS FOR THE PURCHASE OF RECYCLING CARTS.  Note:  It is expected that residential properties will be notified in January/February as to whether they wish to continue with the 18 gallon recycling bin or obtain a new 65 gallon recycling bin.  Projected start up of the new program is presently March, 2014 (subject to modification).  Each bin will be tagged to the particular home and the homeowner will receive points toward gifts cards and other awards depending upon the amount of recycling they provide.

RESOLUTION NO. 13R-10-219:   APPROVING THE CANCELLATION AND RESCHEDULE DATES CALENDAR PRESENTED BY CITY STAFF FOR THE 2014 FISCAL YEAR; ENABLING STAFF TO PROVIDE ADVANCED NOTICE AND PUBLICATION TO THE PUBLIC OF SUCH DATES.

RESOLUTION NO. 13R-10-229: A RESOLUTION APPOINTING BRUCE J. “BUZZY” TABATCHNICK BY MAYOR RICHARD J. KAPLAN AS A MEMBER OF THE LAUDERHILL HOUSING AUTHORITY BOARD.

RESOLUTION NO. 13R-10-220:   ACCEPTING THE CHANGE ORDER FROM EVERGLADES CONTRACTING, LLC FOR CHANGES TO PROJECT 2013-017 CANAL 29 @ 50TH STREET, CULVERT REPLACEMENT, TO USE STEEL SHEET PILE HEADWALLS INSTEAD OF CONCRETE, TO SUPPLY AND INSTALL 80 FEET OF WATER MAIN, AND TO SUPPLY AND INSTALL 80 FEET OF SEWER MAIN INCLUDING ALL FITTINGS; APPROVING THE CHANGE ORDER IN AN AMOUNT NOT TO EXCEED $162,686.03. RESOLUTION NO. 13R-10-225: A RESOLUTION APPROVING THE WAIVER OF COMPETITIVE BIDDING;   APPROVING THE AWARD OF CONTRACT TO 2ND CHANCE HOLDINGS, INC. D/B/A BUDGET CAR RENTAL FOR UNDERCOVER VEHICLE RENTAL SERVICES BY THE CITY OF LAUDERHILL STRATEGIC ENFORCEMENT TEAM BASED UPON THE BIDS SOLICITED BY THE CITY OF CORAL SPRINGS (13-C-103 RFP); PROVIDING FOR TERMS AND CONDITIONS; PROVIDING FOR PAYMENT IN AN AMOUNT NOT TO EXCEED $43,000.00 FROM BUDGET CODE NUMBER 001-511-4430.

RESOLUTION NO. 13R-10-224:   GRANTING TO AVE MARIE FRIENDS PREPARATORY SCHOOL, LLC A SPECIAL EXCEPTION USE DEVELOPMENT ORDER, WITH CONDITIONS, TO ALLOW IN THE COMMERCIAL OFFICE (CO) ZONING DISTRICT A DAYTIME CHILD CARE USE AT 5801 NW 19 STREET.

RESOLUTION NO. 13R-10-226:   GRANTING TO CAMP OCEAN HARBOR DISCOVERIES, INC. A SPECIAL EXCEPTION USE DEVELOPMENT ORDER, WITH CONDITIONS, TO ALLOW IN THE COMMERCIAL OFFICE (CO) ZONING DISTRICT A DAYTIME AFTER-SCHOOL CHILD CARE USE AND A SUMMER CAMP AT 5801 NW 19 STREET.

RESOLUTION NO. 13R-10-227:   GRANTING TO PALSHUA REALTY, INC A SPECIAL EXCEPTION USE DEVELOPMENT ORDER, WITH CONDITIONS, TO ALLOW IN THE GENERAL COMMERCIAL (GC) ZONING DISTRICT THE CONVEYANCE OF AN EXISTING AUTOMOTIVE CENTER KNOWN AS AUTO HARBOR LOCATED AT 6480 – 6520 WEST COMMERCIAL BOULEVARD.

RESOLUTION NO. 13R-10-228:   GRANTING TO UNIVERSITY PALMS, LLC A SPECIAL EXCEPTION USE DEVELOPMENT ORDER, WITH CONDITIONS, TO ALLOW IN THE GENERAL COMMERCIAL (GC) ZONING DISTRICT THE CONVEYANCE OF AN EXISTING AUTOMOTIVE CENTER KNOWN AS 4907 NORTH UNIVERSITY DRIVE.

RESOLUTION NO. 13R-09-214:   GRANTING TO GREEN LIGHT CAR WASH, INC. A SPECIAL EXCEPTION USE DEVELOPMENT ORDER, SUBJECT TO CONDITIONS, TO ALLOW IN THE GENERAL COMMERCIAL (CG) ZONING DISTRICT THE CONVEYANCE OF AN EXISTING CAR WASH  DESCRIBED AS 1890 N.W. 40 AVENUE.
