Notes from the Commission Meeting of April 28

On April 28, the City Commission met and the following were notes of interest (all items passed unanimously unless otherwise indicated and Vice Mayor Bates had an excused absence):

PROCLAMATIONS:

A PROCLAMATION RECOGNIZING CASTLE HILL ELEMENTARY ALL-GIRLS TEAM RANKED NO. 2 IN THE NATION AT THE 11TH ANNUAL KASPAROV CHESS FOUNDATION NATIONAL CHAMPIONSHIP 2014, HELD IN CHICAGO.
 
SPECIAL PRESENTATIONS:

A PRESENTATION OF CERTIFICATES AND CHECKS TO THE WINNERS OF THE LAUDERHILL COLLEGE SCHOLARSHIP PROGRAM 2014; MARINA BRAYNON-MOORE, YASEEN OMAR RAMADAN AND BRYCE ROBINSON BURGESS.

ORDINANCES - FIRST READING:
 
ORDINANCE NO. 14O-04-114:  AMENDING THE CODE OF ORDINANCES OF THE CITY OF LAUDERHILL, CHAPTER 15, ARTICLE III, RECREATION FACILITIES FEES, SECTION 15-35, FEES, RULES AND REGULATIONS FOR REGISTRATION, USE AND RENTAL; MODIFYING SCHEDULE OF FEES FOR PARKS AND RECREATION USES.

ORDINANCE NO. 14O-04-115:  AMENDING THE CITY CODE OF ORDINANCES, CHAPTER 14, OFFENSES AND MISCELLANEOUS PROVISIONS, ARTICLE IV, ALARM SYSTEMS, AMENDING SECTION 14-74, PROCEDURES AND FEES FOR POLICE AND/OR FIRE RESPONSES TO FALSE ALARMS TO REDUCE THE FEES FOR FALSE ALARMS, TO MAKE THE FEE PROVISIONS RETROACTIVE AND TO CLARIFY THE BILLING OF MULTI-UNIT PROPERTIES.
 
ORDINANCE NO. 14O-04-118:  CHAPTER 10, GARBAGE AND TRASH/UNSANITARY AND UNSIGHTLY CONDITIONS/ABANDONED REAL PROPERTY,  FEES TO UPDATES THE RECYCLING RATES BASED UPON THE CONTRACT WITH WASTE PRO OF FLORIDA, INC.
 
ORDINANCES - SECOND READING:
 
ORDINANCE NO. 14O-03-110:  AMENDING SECTION 14-16, STATE MISDEMEANORS, TO AUTHORIZE THE CITY OF LAUDERHILL TO ELECT TO OFFER A PRE-TRIAL DIVERSION PROGRAM TO ADULT OFFENDERS WHO HAVE COMMITTED A QUALIFYING NON-VIOLENT MISDEMEANOR OFFENSE WITHIN THE CITY LIMITS, UNLESS SPECIFICALLY PROHIBITED BY STATE LAW OR THIS CODE; PROVIDING FOR AN EFFECTIVE DATE (REQUESTED BY COMMISSIONER HAYWARD J. BENSON, JR.).

RESOLUTIONS:

RESOLUTION NO. 14R-04-70: ACCEPTING THE PROPOSAL OF PROFESSIONAL FACILITIES MANAGEMENT, INC. TO PERFORM CONSULTING AND MANAGEMENT SERVICES FOR THE NEW LAUDERHILL PERFORMING ARTS CENTER BASED UPON THE RECOMMENDATIONS OF THE SELECTION COMMITTEE IN RESPONSE TO RFP #2013-024 FOR SAID SERVICES; APPROVING THE FACILITIES MANAGEMENT AGREEMENT FOR SAID SERVICES; PROVIDING FOR PAYMENT FROM BUDGET CODE NUMBER 460-914-03150; PROVIDING FOR A THREE (3) YEAR TERM WITH THE OPTION FOR ONE (1) TWO-YEAR EXTENSION; PROVIDING TERMS AND CONDITIONS.
 
RESOLUTION NO. 14R-04-72:   APPROVING THE PURCHASE OF PIPELINE PLAYGROUND EQUIPMENT REPLACEMENT PARTS FROM COLUMBIA CASCADE COMPANY TO REPAIR BROKEN PLAYGROUND EQUIPMENT AT VETERANS PARK FROM THE SOLE SOURCE PROVIDER/MANUFACTURER IN AN AMOUNT NOT TO EXCEED $4,455.00; PROVIDING FOR PAYMENT IN THE AMOUNT OF $2,000.00 FROM BUDGET CODE NUMBER 001-719-04620 AND PAYMENT IN THE AMOUNT OF $2,455.00 FROM BUDGET CODE NUMBER 001-712-04620.

RESOLUTION NO. 14R-04-90:  APPROVING AND RATIFYING THE COLLECTIVE BARGAINING AGREEMENT BETWEEN THE CITY AND THE FLORIDA STATE LODGE, FRATERNAL ORDER OF POLICE LODGE, #161 IN EFFECT FROM OCTOBER 1, 2013 THROUGH SEPTEMBER 30, 2016.

RESOLUTION NO. 14R-04-91:  APPROVING THE EXCLUSIVE RESIDENTIAL RECYCLING COLLECTION SERVICE FRANCHISE AGREEMENT BETWEEN THE CITY OF LAUDERHILL AND WASTE PRO OF FLORIDA, INC. TO PROVIDE SUCH WITHIN THE CITY.
